  5. Try to open Settings when the command is finished.

  7. If the problem still persists, please restart your computer and try again.

Fix Settings Not Showing Up via Services

  1. Press Windows + R to open Run.
  2. Type services.msc and click OK.
  3. Look for Connected User Experiences and Telemetry from the services list.
  4. Double click on this service to modify.
  5. Select Automatic from the drop down menu of the Startup type.
  6. Click on the Start button under Service status.
  7. Click OK to confirm.

Fix Settings Not Showing Up via Registry

  1. Open Run -> type regedit -> click OK.
  2. Navigate to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection in the Registry Editor window.
  3. Look for the AllowTelemetry DWORD value in the right pane and double click on it.
  4. Set the Value data to 3 and click OK.
  5. Restart your computer.

If you can’t find the AllowTelemetry value in step 3, you should create a new DWORD (32-bit) Value and name it as AllowTelemetry.
